The Centre for organised a series of lectures by the Ministry of Civil Service for the Centre's staff in the field of civil service law and its executive regulations.
The week-long lectures, from October 29 to November 2, dealt with the functions of the Ministry of Civil Service, job classification, budget temporary appointments and occupants. The lectures also dealt with certain procedures related to recruitment, promotions, allowances, transportation, assignment, secondment, assignment, training and scholarships, as well as leave and compensation for injuries, staff duties and separation procedures.
Khalfan bin Nasser Al Wahaibi, Director General of Audit and Administrative Follow-up at the Ministry of Civil Service, briefed the staff on the system of classification and organisation of posts and the budget of posts and career planning and how to determine the functional requirements. He discussed the system of contract employment and temporary jobs and how to fill them as well as the competencies contained in the Civil Service Law and the executive regulations of government agencies (contained in the law and the regulation and not the terms of reference under the laws of the establishment of government units).
The lectures spelt out in detail about the Council of the Civil Service, the Ministry of Civil Service, the Heads of Government Units and the Ministry of Finance, so that the staff members are aware of these terms of reference and the role of the units, he said. He said that the lectures dealt with the rights and duties of the employee according to the Civil Service Law, which dealt with recruitment, salaries and privileges, and the good attendance and interaction by the attendees confirmed the interest of the staff of NCSI on the correct methods to implement the Civil Service Law. He added that the Ministry of Civil Service aims to clarify the practices of the civil service law and raise awareness of the law, which is positively reflected on the working environment. When the employee is aware of the law concerned and with the knowledge of how to practice and apply, it will be an incentive for the employee.
In terms of promotions, Al-Wahaibi said that the lectures dealt with what is stated in the law in this regard, as promotions in the law are obligatory and it was clarified when the promotion is due and how the procedures are carried out in issuing the promotion decisions and what are the contraventions of promotion under the law.
The director said that the lectures also dealt with the process of creating jobs that begin with a study by the Ministry of Civil Service after receiving the request from the concerned officials and then coordinating with the Ministry of Finance on the subject of accreditation and assessing the importance of the need for new jobs.
Dr. Saleh bin Ali Al Harasi, Director of the Legal Department of NCSI, reflecting on the lectures said that the programme falls within the framework of cooperation between the Ministry of Civil Service and the National Center for Statistics and Information to raise awareness about civil service law, of rights and duties in addition to the administrative practices and how they must be carried out in accordance with the law and the executive regulations. He also said that such efforts at creating awareness on the laws and regulations remove the ambiguity and lack of knowledge of the provisions of the Civil Service Law, which helps increase the employee's knowledge of his rights and duties, that helps remove many problems and dissatisfaction and makes the employee aware of what he does to achieve functional motivation.
Nasser bin Abdullah Al Hilali, Director of the Office of the Chief Executive Officer and Acting Director of the Department of Strategies, Human Resources Development and Quality Assurance at NCSI, said that the aim of these lectures was to raise awareness of the civil service law and its executive regulations among the staff members of the NCSI in all aspects of the law, which represents the governing framework in the relationship between the staff and the Centre. He said that the lectures dealt with all matters related to the rights of employees as well as their duties and responsibilities by reviewing all axes and chapters. The lectures also dealt with the provisions of the Civil Service Law and its executive regulations, which include the procedures of appointments, employment, leaves, official duties, allowances and salaries. All these were covered during the course of the lectures.
The NCSI, in coordination with the Ministry of Civil Service, organised these lectures in order to sensitise NCSI staff to the civil service law and its executive regulations and to familiarise employees with their rights, duties and application of law. Al Harasi said that cooperation with the Ministry of Civil Service would continue to establish more programmes dealing with other subjects such as supplier system and other systems that would help create employee awareness.
Khalid bin Saif bin Harib Al-Maqbali, Director of the Department of Studies and Auditing at the Ministry of Civil Service, said that the attendees discussed the subject of appointments, mechanisms and stages of making appointments and competition for job vacancies as well as the functions excluded from the declaration requirement by a decision of the Civil Service Council. Among the topics discussed were the entitlements of employees from the governorates of Dhofar and Musandam to travel when assuming duties and at the end of duties or during regular holidays.
Marhoon bin Salem Al-Farisi, Assistant Director of Employment Contracts Department at the Ministry of Civil Service, said that the lectures dealt in detail with the subject of temporary jobs related to specific projects or periods of government units that passed a number of decisions before they were brought within the civil service law. He said that there was continuous communication between the Ministry of Civil Service and the NCSI in order to be aware of the amendments and additions to the laws and regulations. The efforts to create awareness will continue, whether in the field of law or other areas such as human resources.
Maqbool bin Mahmoud Al Baloushi, Director of the Security Office at the NCSI, said that he was aware of the civil service law, especially in the appointment procedures, since the security office was one of the departments involved in the recruitment process. However, the lectures helped in clarifying some details about jobs excluded from appointment or the functions chosen by the Minister or the Undersecretary of the Ministry and such persons as experts, consultants, directors of the office and the coordinator, in addition to the need for the annual renewal of the temporary contracts. He thanked the Ministry of Civil Service for its cooperation and the efforts of lecturers who did not hesitate to respond to any queries during the programme and expressed his hope for continued cooperation and coordination with the Ministry of Civil Service.
Hasniyah Mubarak Al-Saadi, Financial Affairs Writer at the NCSI, said that this cooperation between the Ministry of Civil Service and the National Center for Statistics and Information is invaluable. The attendees of the programme benefited greatly from becoming aware of the employee's rights and duties. The lectures also revealed a number of aspects related to work performance which deals with the financial aspect and how to deal with the employee in this regard in addition to the identification of special cases.
