يعتبر العنصر البشري هو العامل المحدد لدرجة تقدم الأمم، وأن أغلى ما تملكه أي دولة هو ثروتها البشرية، فالبشر هم أدوات التنمية، وهم الغاية النهائية لها، ولا شك أن حسن استخدام القوى البشرية ورفع مهارتها يكون له الأثر الأكبر في زيادة الإنتاج وإحداث التقدم، بينما يعتبر عدم التوظيف العامل هدرا للموارد البشرية، فضلا عن الآثار الاجتماعية والاقتصادية الناجمة عن طول فترة البحث عن عمل وخاصة بين الشباب. تعد القوى العاملة في السلطنة محور اهتمام الحكومة نظرا للزيادة المطردة في أعداد الباحثين عن عمل سنويا، إضافة إلى زيادة الطلب على العمالة الوافدة نتيجة لزيادة المشاريع والاستثمارات. وقد سعت السلطنة من خلال خططها التنموية المتعاقبة إلى استيعاب الكوادر الوطنية الباحثة عن عمل في مختلف الفرص الوظيفية المتوفرة بل والسعي إلى خلق فرص مستجدة، وتطبيق سياسة توطين ( تعمين ) الوظائف وتحديد الاحتياجات الفعلية من العمالة الوافدة في سوق العمل. وتهدف هذه الدراسة إلى تسليط الضوء على حجم قوة العمل في السلطنة عام 2010 ومعدلات مساهمتها الاقتصادية وخصائص المشتغلين والباحثين عن عمل من واقع بيانات التعداد العام للسكان و المساكن و المنشآت 2010 ومقارنتها حيث ما أمكن مع بيانات تعداد 2003.
